GMO GlobalSign Holdings Inc. is pleased to announce that its electronic contract service for local governments, “GMO Sign Administrative Reform DX Electronic Contract,” and “GMO Sign Administrative Reform DX Electronic Official Seal,” which digitizes disposition notices, etc., have begun integration with the document management system of “Public Compass V4,” a service for local governments provided by Ryobi Systems Co., Ltd., from May 1, 2025.
Through this collaboration, local governments using the service can not only digitize everything from contract approval to delivery and document management in one go, but can also digitize disposition notices (notification documents issued by administrative agencies based on laws and regulations) issued by local governments using “GMO Sign Administrative Reform DX Electronic Official Seal” with a party-type electronic signature that lists the mayor’s responsibilities, and then manage them centrally using “Public Compass V4.”
“GMO Sign Administrative Reform DX Electronic Official Seal” has already been introduced in several local governments, including Osaka Prefecture, and complies with the Digital Agency’s guidelines on the electronicization of notices of dispositions, etc., to prevent risks such as impersonation and document tampering. It is compatible with the LGWAN environment, and has been evaluated as the industry’s only safe and convenient electronic official seal service, and was selected as a linked service for “Public Compass V4.”

With the target date for promoting digital transformation in local governments (end of fiscal year 2025) set by the Ministry of Internal Affairs and Communications in the “Outline of the Local Government Digital Transformation Promotion Plan” fast approaching, there is an urgent need to digitize administrative documents.
